- Must be a member of a club registered in District 74.
- Must both be in good standing in terms of membership dues paid.

- All members of District 74 Cabinet.
- All Division Governors.
- All Area Governors.
- All members of District 74 who have been members for less than 1 year or longer than 2 years.

| Criteria: |
- To honour and recognise a Toastmaster who has made a significant contribution to the goals and missionof his/her club
- The recipient must have been a member for not less than 1 year and not longer than 2 years, as at 30 June 2009
- The recipient must be generally recognised by his/her Fellow Toastmasters within his/her club for outstanding contributions in one or more of the following areas:-
- Membership Building and Retention
- Club Extension
- Education and Training of Others
- Self Development and Improvement of Others
- Leadership Functions
- External Public Relations and Promotion of Toastmasters
- Involvement in District 74 Affairs (e.g. Conferences and Contests).
